Adds an unobtrusive alternative to wells. The waterpump has a compact 1x1 footprint that can be built on roads.

Size: 1x1 (can build it on a road tile)
Resources: 8 stone, 22 iron, 100 work

* It does not provide happiness, and should not cause townfolk to idle.
