Tiny Town Hall with Nomad Well

After juggling my thoughts I decided to call this a Town Hall.
That is in line with the other tiny buildings.

It has no nomads so I built a well which spawns nomads.

The well has the same number of nomads as the vanilla town hall
- but - the nomads come every year (second or third month)
